that under the Bush administration, the World Health Organization (WHO), may no longer ask for a specific U.S. expert on a disease, epidemic, syndrome, etc., but instead have to ask generically for someone who knows about X, and then the government finds someone politically appropriate to send over (i.e., they can't say, "please send over jane smith, because we know she is an expert on polio," they instead have to say, "please send over someone who is an expert on polio.")? or that the WHO is currently using the policies it had to use with the Soviet Union of yore in order to deal with the United States' control over information and politics?
